摘要
本文系统地分析了福建省生物医药产业发展现状和结构特点,为促进福建省生物医药产业的快速发展,有针对性提出可行性建议措施:①加强监管部门作用,努力提升监管效能,寓监管于服务之中。②持续加大政策激励,强化监管与发展平衡,支持中小型企业兼并重组,助力企业开展新药、仿制药、高端医疗器械研发,积极引进生物医药高精尖技术、人才和企业。③不断加快推进厦门生物医药港、宁德闽东药城、龙岩闽西医疗器械园、莆田妈祖医疗健康城等园区建设,并持续聚势赋能、做大做强,全方位推动福建省生物医药产业高质量发展。
This paper systematically analyzes the current status and structural characteristics of the biopharmaceutical industry in Fujian province,and proposes relevant measures in order to speed up development of the biopharmaceutical industry.First,drug regulatory departments should play a bigger role by improving regulatory efficiency and providing high-quality services to the industry.Second,it is necessary to encourage and support the merger and reorganization of small and medium-sized enterprises by employment of supportive polices and keeping the balance between supervision and development;efforts should be made to support enterprises in the research and development of new drugs,generic drugs and high-end medical devices,and to actively introduce advanced biopharmaceutical technologies,talents and competitive enterprises to Fujian.Third,development of industry parks should be accelerated,including the Xiamen Biopharmaceutical Port,the Pharmaceutical Town of East Fujian in Ningde,the Medical Device Park of West Fujian in Longyan and the Mazu Health Town in Putian.If we could put all these suggestions into practice,it will be beneficial to push forward the high-quality development of the biopharmaceutical industry in Fujian.
