摘要
电网工程造价管控是影响企业效益的重要环节,基于地理信息技术和空间经济方法提出了一种造价管控思路,以提高管控的系统性、智能化、可视化。以2018—2019年冀北地区生产技改项目的实证分析中,交流变配电工程投资由中部转向南部地区,输电工程由较为均衡集中向东南地区,二次系统工程由北京周边地区向外扩散。设备购置费节余率与静态投资节余率共同呈现东热西冷的分布特征,而其他费用节余率表现为北热南冷,进而基于各项目阶段重点工作对电网工程造价管控关键要素进行识别。随着信息化程度的提高,地理信息系统在全过程、全方位造价管控领域的应用,将有助于打破信息壁垒,将空间经济分析与工程实际紧密结合起来。
Power grid project cost control is an important link that affects enterprise benefits.Based on geographic information technology and spatial economic method,this paper proposed an idea to help the management and control of cost to become more systematic,intelligent and visual.In the empirical analysis of the power grid production technology reform projects in northern Hebei Province from 2018 to 2019,the investment in AC power transformation and distribution projects has shifted from the central part to the southern region,the transmission project has concentrated from a relatively balanced concentration to the southeast region,and the secondary system engineering has expanded outward from the surrounding areas of Beijing.The equipment purchase cost savings rate and the static investment saving rate are hot in the East and cold in the west,while the other engineering cost savings are hot in the north and cold in the south.Finally,based on the key work of each project stage,the control elements of grid project cost management were identified.With the improvement of information technology,the application of GIS in the whole process and all-round cost control field will help to break the information barrier and combine spatial economic analysis with engineering practice closely.
