摘要
中国是世界上最早建立边疆制度、实施边疆治理的国家。自有国家文明肇始,日渐形成中原华夏和边缘四夷的天下观。“天下”“五服”是奠立先秦边疆观的思想基础。中华民族从传统帝王的“家天下”,逐渐走向民主共和以及独立完整的主权国家。在中国从王朝国家转变为主权国家的历史发展进程中,陆地边疆也相应地经历了历史嬗变过程。“天下”表达盈缩的思想观念,对中国陆地疆域形成具有决定性的价值影响,需要对王朝国家“天下”与“中国”的价值理念进行合理的解读。“疆域”与“边疆”是有内在联系又有本质区别的两个概念,陆地边疆是中国历史上最古老、最基础性的边疆,近代中原王朝时期西南边疆的形成,具有鲜明的中国边疆特色和显著的历史特点。清王朝统一历史疆域版图代表着中国领土的基本范围,主权国家边疆具有临界性、边缘性和交集性的本质特征。人们可以透过主权国家边疆的本质特征,正确地认识和把握主权国家边疆所独有的特殊差异和内在规定性。边疆治理是巩固国家政治利益、人民根本利益的需要。
China is the first country in the world to establish the frontier system and exercise frontier governance.Since the emergence of national civilization,the world view of the civilization of the Central Plains coexisting with the civilizations of the border ethnic minorities has been gradually formed.“Tianxia”(the world)and“Wufu”(five generations)laid the ideological foundation of Qin Dynasty frontier concept.The Chinese nation has gradually evolved from the traditional imperial“family world”to a democratic republic and to an independent and complete sovereign state.In the historical development process of China’s transformation from a dynastic state to a sovereign state,the land frontier also experienced a corresponding historical evolution.“Tianxia”expresses the ideological concept of surplus and contraction,and has a decisive value influence on the formation of China’s land territory.Therefore,it is necessary to make a reasonable interpretation of the value concept of“Tianxia”and“China”.“Territory”and“frontier”are two concepts which have inner relation and essential difference.The land frontier is the oldest and most basic frontier in Chinese history.The formation of the southwest frontier in the period of the Central Plains Dynasty in modern times has distinct characteristics of Chinese frontier and remarkable historical characteristics.The unified historical territory of the Qing Dynasty represents the basic scope of Chinese territory.The frontier of the sovereign country has the essential characteristics of being critical point,margin and intersection.Through the analysis of essential characteristics of the frontier of the sovereign state,the unique special differences and inherent provisions of the frontier of the sovereign state can be correctly understood and grasped.Frontier governance is needed to consolidate the country’s political interests and the fundamental interests of the people.
