高质量发展背景下中国全要素能源效率测算研究

摘要 能源是人类生存和发展的物质基础,中国经济的持续发展对节能减排提出更高要求,因此对全要素能源效率的测算具有重要意义。本文首先构建DEA-Malmquist指数,测算出中国30个省市全要素能源效率均处在不断上升的阶段,但东中西部地区能源效率依次降低,且上升幅度不断下降。其次构造空间面板杜宾模型发现多数年份全要素能源效率存在空间自相关性,且经济水平、对外投资和财政投入对全要素能源效率具有不同程度的正向影响,能源结构对全要素能源效率具有负向影响,且影响效果显著。最后提出提高能源技术效率、加强区域协调发展、加大能源领域相关人才培养和适当调整能源结构的建议,为提高全要素能源效率提供思路。 Energy is the material basis for human survival and development.With the continuous development of China s economy,higher requirements are put forward for energy conservation and emission reduction.Therefore,the calculation of total factor energy efficiency is of great significance.In this paper,the DEA-Malmquist index is firstly constructed to calculate that the total factor energy efficiency of 30 provinces and cities in China is in a rising stage,but the energy efficiency of the eastern,central and western regions decreases successively,and the rising range keeps decreasing.Secondly,a spatial panel Dubin model is constructed to find that TFP has spatial autocorrelation in most years,and economic level,foreign investment and financial investment have different degrees of positive impact on TFP,while energy structure has negative impact on TFP,and the effect is significant.Finally,suggestions are put forward to improve energy technical efficiency,strengthen regional coordinated development,increase personnel training in the field of energy and appropriately adjust the energy structure,providing ideas for improving total factor energy efficiency.
