流域污染物总量差异化管理技术研究 被引量:1

摘要 随着社会与经济的发展,我国的水环境面临较大压力,由于地域广阔,东西南北地理、气候存在巨大差异,水环境凸显出流域性特点。“十三五”期间的水环境管理技术要在“十一五”“十二五”的基础上进一步深化,以达到精细化、差异化。以太子河本溪段流域为例,选择COD和氨氮为控制因子,全面分析流域水污染状况,划分不同类型的控制单元,并提出对应控制单元的污染物总量管理模式,其中优控单元以细河为例,通过“输入-响应”关系的建立以及总量差异化管理情境分析,对流域污染物总量差异化管理技术进行了探索。结果表明,太子河本溪段流域划分为2个核心单元、3个优控单元和1个一般单元;南太子河入库口、太子河观音阁水库核心单元以及北沙河姚千户桥一般单元,现有排污企业排放浓度均执行DB 21/1627-2008《辽宁省污水综合排放标准》,其余优控单元实施容量总量管理;细河控制单元需实施点源与非点源污染量共同削减,在点源达标排放的基础上,非点源污染负荷量至少削减23.13t/a,方可使邱家断面水质达标。 As the development of society and economy,the water environment of our country is facing greater pressure.Due to the vastness of the region,there are huge differences in geography and climate of different regions.The water environment highlights the characteristics of basins.The water environment management technology during the"13^(th)Five-Year Plan"period should be further deepened on the basis of the"13^(th)Five-Year Plan"and"12^(th)Five-Year Plan"to achieve refinement and differentiation.This article takes the Benxi section of the Taizi River as an example,selects COD and ammonia nitrogen as control factors,comprehensively analyzes the water pollution status of the basin,divides different types of control units,and proposes the total amount of pollutant management mode corresponding to the control units.Among them,the optimal control unit is taking Xihe river as an example,through the establishment of the"input-response"relationship and the analysis of the situation of total amount differential management,the differential management technology of the total amount of pollutants in the river basin was explored.The results show that:the Benxi section of the Taizi River is divided into 2 core units,3 optimal control units and 1 general unit;the existing pollutant discharge companies in the core units of the South Taizi River Entrance and Guanyinge Reservoir,and the general unit of Beisha River,are in compliance with the"Liaoning Province Comprehensive Wastewater Discharge Standard(DB 21/1627-2008)",that of the remaining optimal control units implement total capacity management;Xihe control unit need to reduce point source and non-point sources pollutants together,on the basis of the point sources meeting discharge standard,non-point source should be reduced by at least 23.13 t/a to make the water quality of the Qiujia section reach the standard.
