摘要
为贯彻落实国家发展和改革委员会、国家能源局《关于加快储气设施建设和完善储气调峰辅助服务市场机制的意见》(发改能源规[2018]637号)以及国家发展和改革委员会《关于加快推进天然气储备能力建设的实施意见》(发改价格[2020]567号)的总体要求,梳理了四川省储气能力现状,预测了四川省中长期储气能力需求,分析了当前四川省储气设施建设运营存在的问题和困难,提出了有利于四川省储气业务健康发展的措施建议,为有关部门提供决策参考。
In response to No.637 Opinions on Speeding Up the Construction of Gas Storage Facilities and Perfecting Gas Peak Shaving Ancillary Services Market Mechanism from National Development and Reform Commission(NDRC),National Energy Administration and[2020]No.567 Opinions on Accelerating the Implementation of Natural Gas Reserve Capacity Building from NDRC,this paper analyzes the issues and challenges in current gas storage facilities construction and operation in Sichuan province from the perspective of the current gas storage capacity in Sichuan province and the prediction of gas storage capacity demand in the medium and long term,and puts forward the measures and suggestions for the healthy development of the gas storage business in Sichuan province,providing reference on decision-making for relevant authorities.
