摘要
“十四五”规划提出把保障人民健康放在优先发展的战略位置,全面推进健康中国建设,到2035年建成健康中国。作为应然的价值追求,“健康优先”在国际上已有可供遵循的成熟范式,联合国、世界卫生组织等权威国际机构亦将其纳入全球重要议程。尽管人民对“健康优先”的需要日益增长,由于种种原因,无论在微观层面还是宏观层面,我国“健康优先”都面临难以从现实此岸跨越到理想彼岸的困境。为此,讨论了推进“健康优先”的总体治理思路,并提出了具体的着力点:明确“健康优先”导向,加强组织体制建设;统筹把握工作载体,用好各层级主要抓手;有效协同相关政策,充分释放集成效应。
In the 14th Five-Year Plan,the government gives priority to the protection of people’s health,to comprehensively promote the construction of Healthy China,and to build a healthy China by 2035.As an inevitable value pursuit,Health priority has mature paradigms to follow in the world,and it is also included in the global agenda by authoritative international institutions such as United Nations and World Health Organization.Though the people’s demand for better health is increasing,China’s Health Priority Strategy is faced with a dilemma difficult to be overcome due to various reasons at the micro and macro level.Therefore,to clarify the overall governance idea,this paper puts forward some concrete suggestions:clear the orientation of Health Priority to strengthen the organization system construction;master the carrier of work as a whole to fully use the carrier of all-levels organization;to effectively use related policies to release the integration effect.
