摘要
根据教育部《关于深入推进教育管办评分离促进政府职能转变的若干意见》,陕西省开展了教育“管办评”分离改革试点工作,确定X大学为全省教育“管办评”分离改革综合试点单位。在此背景下,X大学从对外和对内两个层面分别厘清了“管办评”三方的责任主体及权责关系,明确了改革的目标和方向。在学校外部,积极承接上级主管部门下放的权力,做到接管有力,监督有度。在学校内部,通过健全现代大学制度、推行“院办校”模式、开展校内外评估等方式激活学校内部办学活力,取得了职称评审、薪酬分配、科研管理等方面改革的成效。
According to the Ministry of Education's"Several Opinions on Further Promoting the Separation of Education Management,Operation and Evaluation to Promote the Transformation of Government Functions",Shaanxi Province has launched a pilot reform of the separation of education management,operation and evaluation,and designated X University as a comprehensive pilot unit for the reform of separation of education management,operation and evaluation.In this context,University X has clarified the responsibility subjects and the rights and responsibilities of the three parties of management,operation,and evaluation from both external and internal levels,and clarified the goals and direction of the reform.Outside the school,actively undertake the decentralization of the authority from the higher-level competent department,so as to achieve a strong takeover and a degree of supervision.Within the school,through improving the modern university system,implementing the"school-run school"model,and conducting internal and external evaluations,the school's internal school vitality has been activated,and results have been achieved in the reform of professional title evaluation,salary distribution,and scientific research management.
