摘要
世界一流大学的显性属性蕴含开放办学的理念以及在此基础上深化国际化办学所扩大的全球影响。文章以加州大学伯克利分校为研究对象,分析了该校开放办学理念的主要特征与表现;调查了基于开放办学理念的国际化工作顶层设计、组织体系、职能分工及多维度实践;为我国高校提高国际影响力提出建议:树立开放办学理念、坚持长期实践内涵化,服务国家发展战略、促进教育现代化进程,优化高校国际化工作组织体系、提升高等教育治理能力。
The dominant attribute of world-class universities implies the open education philosophy,and on this basis,the global influence by deepening the process of internationalization.This paper takes the University of California,Berkeley as the research object,introducing the main features of open education philosophy and its typical embodiment.On this basis,the top-level design,organization structure,division of responsibilities,and multi-dimensional practice of internationalization are investigated.At last,It is suggested that Chinese universities benefit from open education philosophy with long-time practice,serving the national development strategies to promote the process of education modernization,adjusting the organization structure for internationalization missions and departments to improve the governance ability of higher education.
