摘要
由于远离决策中心、学术研究与政策研究分化等原因,高校智库很难直接对决策系统产生影响,智库成果难以转化为政府决策已经成为制约高校智库发展的重要因素之一。文章运用案例分析法,以辽宁省14所代表性高校智库为例,引入知识动员理论框架,从知识生产、知识中介、知识应用等三个角度分析高校智库成果转化现状。研究表明,高校智库成果转化过程中存在应用型成果不足、智库成果界定模糊、缺乏营销意识、决策部门未能有效传递政策需求以及制度供给不足等问题。基于知识动员视角,文章构建了高校智库成果转化框架,为优化高校智库成果转化路径提供建议参考。
It is difficult for university think tanks to exert policy influence decision-making system because of the distance from the decision center and the difference between academic research and policy research.It is one of the important factors that restrict the development of think-tank in universities that the wisdom achievement is difficult to be transformed into government decision-making.From the perspective of knowledge mobilization,this paper conducted a case study on 14 university think tanks in Liaoning Province and analyzed the achievement transformation of university think tanks from knowledge production,mediation and use.There are various problems,such as insufficient policy research achievements;fuzzy definition of achievement of think tanks;lack of marketing awareness;the ineffective transmission of policy requirements;and insufficient institutional supply.This paper attempts to put forward solutions for the achievement transformation of university think tanks based on knowledge mobilization.
