摘要
从“来源、对象、程序”三方面对现行政策框架下的科技特派员选派工作进行了梳理,采用政策分析法和比较分析法剖析了现行选派制度下科技特派员与用户科技需求之间存在的能力错配、人员错配、时空错配和管理错配等四方面问题;进而从建立科技特派员储备库、加强科技成果熟化服务、建设智慧管理服务平台、改革派驻过程管理模式、提升派驻服务组织化程度五方面入手,提出了深化科技特派员选派制度改革的思路和建议。
The existing STEs selection mechanism was studied from source,users and procedures.Problems of competence,human resources,time and space,and management between STEs and users’sci-tech requirements were analyzed with policy analysis and comparative analysis methods.Proposals were put forward to deepen the reform of STEs selection mechanism through establishing STEs reserve pool,strengthening landing-service for tech-achievements,building smart administration platform,implementing project management,and improving organizational management of STEs.
