摘要
借鉴国内外交通基础设施碳排放核算的经验与实践,基于我国碳达峰碳中和战略要求,提出现阶段我国交通基础设施碳排放核算存在的主要问题。结果表明,目前我国交通基础设施领域尚未形成碳排放量化核算方法,存在核算边界不统一、核算粒度不清晰、核算方法凌乱、管理缺乏系统性等制约瓶颈。针对上述问题,结合交通基础设施建设现状与特点,从机制、因子、系数和方法等方面提出我国公路水路基础设施碳排放核算对策建议。
Drawing on the experience and practice of carbon emission accounting of transportation infrastructure at home and abroad,and based on the requirements of China's carbon peak carbon neutralization strategy,this paper puts forward the main problems existing in China's transportation infrastructure carbon emission accounting at the present stage.The results show that at present,China's transportation infrastructure has not formed a quantitative carbon emission accounting method,and there are some restrictive bottlenecks,such as inconsistent accounting boundary,unclear accounting granularity,messy accounting methods,inapplicable link list,lack of systematicness of management and so on.In view of the above problems,combined with the current situation and characteristics of transportation infrastructure construction,this paper puts forward countermeasures and suggestions for carbon emission accounting of highway and waterway infrastructure in China from the aspects of mechanism,factor,coefficient and method.
