摘要
为助推黄河流域经济高质量发展和生态环境高水平保护,基于《自然保护区管理评估规范》(HJ 913-2017)对甘肃黄河流域14个省级自然保护区的管理状况进行了评估;构建了生态系统类和野生动物类自然保护区保护成效评估指标体系,并进行了评估实践。结果表明14个省级自然保护区的管理状况总体一般,保护成效相对较好,但管理措施各项指标普遍较为薄弱,管理保障有待进一步提升;基于评估结果,提出了提升自然保护区规范化管理的建议,供相关管理部门参考。
To boost the quality of economic development and ecological environment protection of the Yellow River Basin,the management status of 14 provincial nature reserves in the Yellow River Basin in Gansu was evaluated based on the“Standard for Assessment of Nature Reserve Management”(HJ913-2017).The paper constructed the evaluation index system for the protection effectiveness of Gansu provincial ecosystem and wildlife nature reserves and processed evaluation.The results show that the management status of the 14 provincial nature reserves in the Yellow River Basin of Gansu is generally mediocre.The management foundation is relatively good,but the administrative measures are relatively weak,and the management security needs to be further improved.Based on the evaluation results,suggestions for improving the standardized management of nature reserves are put forward for reference by relevant management departments.
