摘要
节水型公共机构创建是近年来国家提出的节水工作新要求,是贯彻落实节水优先方针的主要抓手。为深入推动社会各行业节水技术进步,全面落实最严格水资源管理,进一步提高用水效率与效益,在全面调研与分析宁夏公共机构用水特点的基础上,通过建立考核指标、确定赋分标准等,对节水型公共机构考核评价标准进行了修订完善。以宁夏某公共机构为例,应用本评价标准开展了节水型机构评价,结果显示该机构可被评定为节水型公共机构,进一步体现了指标的可操作性和适宜性。随着经济社会的快速发展,节水型公共机构建设仍应在引进应用节水治污新技术、新设备和节水宣传等方面加大力度,为全面构建节能减排绿色发展新格局奠定基础。
The establishment of water-saving public institutions is the new requirement of water-saving work by the state in recent years,and it is the main starting point to implement the policy of water-saving priority.In order to further promote the progress of water-saving technology in all sectors of society,fully implement the strictest water resources management,and further improve the efficiency and benefit of water use,based on the comprehensive investigation and analysis of the characteristics of water use in Ningxia public institutions,this paper revises and improves the evaluation standard of water-saving public institutions by establishing assessment indicators and determining scoring standards.Taking a public institution in Ningxia as an example,the evaluation of water-saving institution is carried out by using this evaluation standard.The results show that the institution can be evaluated as a water-saving public institution,which further reflects the operability and suitability of the index.With the rapid development of economy and society,the construction of water-saving public institutions should be strengthened in the introduction and application of new water-saving and pollution control technologies and equipment,water-saving publicity,etc.,so as to lay a foundation for the comprehensive construction of a new pattern of energy-saving and emission reduction green development.
