摘要
目的调研长三角专科联盟科研和教学资源共享共用现状,分析问题并提出对策。方法自行设计调查问卷,于2021年4月10日—5月4日面向长三角标准化代谢性疾病管理中心联盟、长三角心血管联盟、长三角脑血管病专科联盟、长三角消化专科联盟和长三角卒中专科联盟5家联盟的管理者及其成员发放,由受访者自愿填写,对其科研和教学资源共享共用需求进行调查,了解其态度和意愿。对关键知情人进行半结构式访谈,掌握各方对于科研和教学资源共享共用的价值期待、建设措施、运行影响、发展策略等问题的认知和建议。结果共收回有效问卷106份,其中88.7%(94/106)的受访者表示愿意参加专科联盟科研和教学资源共享工作,10.4%(11/106)的受访者认为参加专科联盟工作会对本职工作产生影响。专家访谈结果认为:当前的阻碍在于专科联盟准入标准不高(4人),专科联盟功能定位不清晰(3人),缺乏标准化的联盟管理机制(3人),政府、社会、医院对其认可度不够(2人),联盟内融合度、交流频率较低且不能形成合力(2人)5个方面。结论长三角专科联盟成立并开展工作已有近2年,但从调研结果来看,实际工作的情况并不尽如人意。建议采取以下策略改善现状:强化政府责任,明确专科联盟的目标计划,进行定期评价考核,给予相应的保障支撑。
Objective To investigate the current situation of scientific research and teaching resource sharing in the Yangtze River Delta specialty alliances,analyze possible problems and put forward countermeasures.Methods A self-designed questionnaire was distributed to the managers and their members of the Yangtze River Delta Standardized Metabolic Disease Management Center Alliance,Yangtze River Delta Cardiovascular Alliance,Yangtze River Delta Cerebrovascular Disease Alliance,Yangtze River Delta Digestive Alliance and Yangtze River Delta Stroke Alliance from April 10 to May 4,2021.The needs,attitude and willingness for sharing scientific research and teaching resources were investigated.We conducted semi-structured interviews with key insiders to get their cognition and suggestions on the value expectation,construction measures,operation impact,development strategies and other issues of sharing scientific research and teaching resources.Results A total of 106 valid questionnaires were collected;88.7%(94/106)respondents were willing to share their resources,and only 10.4%(11/106)thought that participating in the alliances would have an impact on their own work.Expert interviews revealed the main problems were as follows:low admittance criteria of the specialist alliance(4 cases),unclear functional orientation of the specialist alliance(3 cases),unstandardized management(3 cases),insufficient recognition from the government,society and hospitals(2 cases),low degree of integration and communication frequency in the alliance,and the inability to form cooperation(2 cases).Conclusion The five Yangtze River Delta Specialty alliances have been established for nearly 2 years,but its actual work is not satisfactory.It is suggested to strengthen the government responsibility,clarify the goal and plan of the alliances,conduct regular evaluation and assessment,and give corresponding supports.
