摘要
目的通过对2019年河南省优质医疗资源配置情况及其公平性程度进行分析,为政府及卫生行政部门制定区域卫生规划提供参考依据。方法采用描述性统计分析的方法对2019年河南省优质医疗资源的分布状况进行分析。利用洛伦兹曲线和基尼系数对河南省内优质医疗资源进行按人口和地理分布的公平性分析。结果河南省优质医疗资源在全国处于较好水平,但人均拥有资源处于落后水平。河南省优质医疗资源按人口分布的基尼系数为0.3173,处于较合理的区间,按地理分布的基尼系数为0.5942,公平性差。结论河南省现有医疗资源较丰富,优质医疗资源相对较少,人均优质医疗资源十分不足,且落后于经济发展地区。河南省域内各地市优质医疗资源配置不均衡。应充分利用和发展河南省现有医疗资源,增加优质医疗资源占比,优化优质医疗资源配置。
Objective To analyze the allocation of high-quality medical resources and the degree of fairness in Henan Province in 2019 to provide a reference for the government and the health administration to formulate regional health plans.Methods The distribution of high-quality medical resources in Henan Province was analyzed by descriptive statistical analysis method.Lorenz curve and Gini coefficient were used to analyze the fairness of high-quality medical resources in Henan Province according to population and geographical distribution.Results The high-quality medical resources in Henan Province were at a good level in China,but the per capita resources were at a backward level.Gini coefficient of high-quality medical resources in Henan Province was 0.3173 according to population distribution,which was in a relatively reasonable range,and Gini coefficient was 0.5942 according to geographical distribution,which showed poor fairness.Conclusion Existing health resources in Henan Province are relatively abundant,but high-quality medical resources are relatively small,and high quality medical resources per capita is less,and lags behind the economic development level.The allocation of high-quality medical resources in various cities in Henan Province is uneven.The existing medical resources in Henan Province should be fully utilized and developed,and the proportion of high-quality medical resources should be increased,and the allocation of high-quality medical resources should be optimized.
