摘要
麻醉药品的管理属于特殊药品管理,行政部门为此制定了一系列严格的管控措施,覆盖从生产到使用的全过程。目前,尽管国家制定了各种严格的规章制度,指明了医疗机构管理的方向,但并未给出具体的执行措施,各家医疗机构则只能结合自身情况制定工作制度、操作规范,导致规章制度中的某些规定不能落到实处。医疗机构制定的规章制度能有效加强院内麻醉药品的管理,但对患者及家属的约束力不强,加大了对带到院外的这部分药品的管理难度,造成了一定的安全隐患,需进一步完善相关的规章制度方能杜绝流弊事件的发生。
The administration of anesthetic drugs belongs to the administration of special drugs.The administration has put in place a series of strict controls,cover the whole process from production to use.At present,although the state has formulated a variety of strict rules and regulations,indicating the direction of the management of medical institutions,but it has not given specific implementation measures.Each medical institution can only formulate working rules and operating standards based on its own situation,which results in some provisions in the rules and regulations cannot be implemented.The rules and regulations formulated by medical institutions can effectively strengthen the management of anesthetic drugs in the hospital,but they do not have strong binding force on patients and their families,which increases the difficulty in the management of this part of drugs brought outside the hospital,causing certain safety hidden dangers.Only by further improving the relevant rules and regulations can the occurrence of malpractice incidents be eliminated.
