摘要
目的:对山东省12个试点城市的长期护理保险筹资效率进行分析与评价,为提高长期护理保险筹资效率提供参考和借鉴。方法:运用DEA模型对山东省12个试点城市长期护理保险筹资效率进行定量评价。结果:12个试点城市中,5个为DEA相对有效,6个为DEA相对无效,1个为DEA相对弱有效,12个试点城市筹资水平相差较大,筹资效率不同,整体筹资运行效率较差。讨论:为了推动长期护理保险制度的可持续性发展,应加强长期护理保险筹资省级层面设计,形成统一的长期护理保险筹资机制,明晰筹资主体的职责,拓宽筹资渠道,提高资金运行效率。
The aim of this paper is to analyze and evaluate the financing efficiency of long-term care insurance in 12 pilot cities in Shandong province,and to provide some reference value for improving the financing efficiency of long-term care insurance.The DEA model was used to quantitatively evaluate the financing efficiency of the 12 pilot cities.It was found that among the 12 pilot cities,5 cities were relatively effective for DEA,6 cities were relatively ineffective,and 1 was relatively weak effective.The 12 pilot cities had significant differences in the financing level and efficiency,and the overall fund-raising efficiency is not high.This paper then proposed that to promote sustainable development of the long-term care insurance system,we should enhance province-level design of long-term care insurance financing,develop unified financing mechanisms,clarify responsibilities of financing bodies,expand financing channels,and improve the efficiency of fund operation.
