摘要 为建立贫困监测机制,对有返贫和致贫风险的人口进行动态监测预警,巩固提升脱贫攻坚成果,本文集合电力数据特征、数据质量、存储方式、管理方法、业务逻辑等进行数据汇总;基于阿里云数据中台,采用Edas中间件、RDS数据库,对脱贫户的用电缴费等数据进行数据清洗及挖掘,形成脱贫户多个维度的用电行为数据分析模型;对脱贫户现状进行数据采样及分析,以“分类监测、分级预警”为原则形成“红、黄、蓝”三级预警,实现全面的脱贫户数据画像,系统地对数据结果进行分析研究,完成脱贫户监测的全流程闭环;助推政府巩固扶贫攻坚成果,深化扶贫监测机制的改革和创新,初步探索出一条运用电力大数据助力乡村振兴的新路子。 In order to establish a poverty monitoring mechanism,to dynamically monitor and warn the population at risk of returning to poverty and causing poverty,and to consolidate and improve the results of poverty eradication,this paper gathers power data characteristics,data quality,storage methods,management methods,and business logic for data aggregation.On the basis of Ali cloud data centre,Edas middleware and RDS database are used to clean and mine the data of electricity payment and other data of poverty-removing households.The data analysis model is formed to analyze the electricity consumption behavior of the poor households in multiple dimensions.Data sampling and analysis of the current situation of households that have escaped from poverty,and the formation of“red,yellow and blue”level warnings based on the principle of“classification monitoring and graded warning”to achieve a comprehensive data portrait of households that have escaped from poverty.The data results are systematically analysed and researched,accomplishing a closed-loop monitoring process for households emerging from poverty.It provides assistance to the government in consolidating the results of poverty alleviation,deepening the reform and innovation of poverty alleviation monitoring mechanism,and initially exploring a new way of using big data to help rural revitalization.
