摘要
互联网生而互联,"互联互通"是互联网的生命线。如今,随着超级平台和地缘政治的崛起,无论是中国还是全球,"互联互通"正成为互联网发展的最大制约。互联网"互联互通"的体系性治理机制的重构已迫在眉睫。但在新形势下,"互联互通"问题一直缺乏系统性的知识体系和基于学理的理论支撑。"互联互通"问题源自电信行业,在互联网领域进一步演进和深化,更具有隐蔽性、复杂性和综合性。透视"互联互通"问题的本质,我们既需要深入百年通信行业演进的历程,也需要深入互联网技术架构之中,还需要从法律法规的视角分析其中的利益、危害和对策,更需要站在全球地缘政治新的维度和态势下,深刻把握"互联互通"新形势,了解"互联互通"内在规律和运作机制。技术和业务层面的"互联互通"本质上是治理制度层面的"互联互通"。技术和制度的"互联互通"缔造了互联网,也定义了人类未来的数字时代。面对新形势下越来越严峻的挑战,我们需要结合中国发展的现实与未来走向全球的战略,提出行之有效的对策建议,为人类网络命运共同体赋予中国的价值观。"互联互通"问题的有效解决,有赖于全球数字治理新的范式转变和制度创新。中国完全可以发挥我们的制度优势,有所作为。
The Internet was born interconnected and "Interconnection" is the lifeline of the Internet. Nowadays, with the rise of super platforms and geopolitics, "Interconnection" is becoming the biggest threat to the development of the Internet, both in and outside China.It is urgent to reconstruct the systematic governance mechanism to ensure the "Interconnection" of the Internet.However, under the new situation, the problem of "Interconnection" has been lacking systematic knowledge system and theoretical support.The issue of "Interconnection" originated from the telecommunications industry and further evolved and deepened in the Internet field, which is more hidden, complex and comprehensive.Looking into the essence of the issue, we need to know the evolution of the telecommunication industry over the past century, and know the Internet technology architecture, analyze its interests, hazards and countermeasures from the perspective of laws and regulations, and understand the new situation of "Interconnection" under the new dimension and situation of global geopolitics, trying to figure out the internal law and operation mechanism of "Interconnection"."Interconnection" at the technical and business levels is essentially "Interconnection" at the governance system level. The "Interconnection" of technology and system has created the Internet and defined the future digital era of mankind. Facing these challenges under the new situation, we need to combine the reality of China’s development and the global strategy in the future, put forward effective countermeasures and suggestions to endow China’s values to the community of human network destiny.The effective solution to the problem of "Interconnection" depends on the new paradigm shifts and institutional innovation of global digital governance. China can give full play to her institutional advantages and make a difference!
