摘要
在后扶贫时代,作为国家典型的反贫困政策,低保政策和扶贫开发不仅面临着缓贫、减贫效果欠佳的困局,而且碎片化问题突出。这既影响了反贫困行动的有效性,又限制了反贫困效益的最大化。以协调整合为核心、以信息技术为手段、以递送整体服务为追求的整体性治理,恰恰是破解扶贫治理碎片化的“一剂良方”。相对贫困的整体性治理不仅要强化低保政策与扶贫开发的耦合,而且要助推社会保障与扶贫开发的衔接与整合。具体而言,要分区域统筹城乡低保线与相对贫困线,切实推动社会救助项目的有效承接与转化,全面构筑社会保障体系的联动治理机制,协调治贫主体间的互动关系,积极搭建信息共享平台,持续创新政务服务模式,形成协同化、系统化与常态化的相对贫困治理格局。
In the post poverty alleviation era,as typical national anti-poverty policies,the minimum living security policy and poverty alleviation for development are not only facing the dilemma of poor poverty alleviation and poverty alleviation effect,but also the problem of fragmentation.This not only affects the effectiveness of anti-poverty actions,but also limits the maximization of anti-poverty benefits.The holistic governance with coordination and integration as the core,information technology as the means,and delivery of overall services as the pursuit is just a“good recipe”to crack the fragmentation of poverty alleviation governance.The holistic governance of relative poverty should not only strengthen the coupling of the minimum living security policy and poverty alleviation and development,but also promote the convergence and integration of social security and poverty alleviation and development.Specifically,it is necessary to coordinate the urban and rural minimum living security line and relative poverty line in different regions,effectively promote the effective undertaking and transformation of social assistance projects,comprehensively build the linkage governance mechanism of social security system,coordinate the interaction between the main bodies of poverty control,actively build information sharing platform,continuously innovate the government service mode,and form collaborative,cooperative and sustainable development mode Systematic and normalized governance pattern of relative poverty.
