摘要
口岸是对外开放的门户、国际运输的枢纽。增强江苏口岸国际运输服务能力,能够为服务国家重大战略、江苏高质量发展提供强有力的支撑。采用多维度对比方法,对标国内其他省市在口岸建设方面的成效,认为江苏口岸存在布局不协调、龙头型市场主体缺乏、直达航线航班不足、效率效益不高、营商环境不够优化等问题。通过对问题成因分析,结合国内外口岸建设经验,针对性地从口岸布局、运输主体、运力网络、经济质量、营商环境、政策保障等方面提出对策建议。
Port is not only a gateway to the outside world, but also an international transit hub. Enlarging the international transport capacity of Jiangsu ports can provide strong support for serving the country′s major strategies and Jiangsu′s high-quality development. The article uses a multi-dimensional comparison method to compare the achievements of ports′ construction of other provinces and cities in China. It believes that Jiangsu ports have problems such as uncoordinated layout, lack of leading market players, insufficient direct flights, low efficiency and profit, and insufficient optimization of the business environment. Through the analysis of the causes of the problems, combined with the experience of domestic and foreign ports′ construction, the article puts forward targeted suggestions on port layout, transportation entities, capacity network, economic quality, business environment, policy guarantees and so on.
