摘要
目的运用Delphi法构建医疗费用不合理增长监测指标体系。方法基于Donabedian理论,通过文献分析和实证研究遴选监测指标,对全国相关领域的20名专家进行两轮征询,确定指标体系。结果两轮征询的专家权威系数分别为0.84和0.86,均大于0.8;Kendall’s W分别为0.17和0.25(P<0.01),最终确定3个一级指标、9个二级指标和38个三级指标。结论医疗费用不合理增长监测指标体系具有一定可靠性和科学性,可供政府监管参考。
Objective To construct an index system to control the unreasonable growth of medical expenses by Delphi method.Methods Based on the theory of Donabedian,literature review and empirical research were used to select the monitoring indicators,and 20 experts in related fields were consulted in two rounds of consultation to determine the index system.Results The authority coefficients of the two rounds of consultation were 0.84 and 0.86 respectively,both greater than 0.8.Kendall's W coefficients were 0.17 and 0.25(P<0.01),respectively.Finally,3 first-level indicators,9 second-level indicators and 38 third-level indicators were determined.Conclusion The monitoring index system of unreasonable growth of medical expenses was reliable and scientific,which can be used as a reference for government supervision.
