摘要
矿业权人勘查开采信息公示工作启动以来,各地积极探索,优化信息公示工作方法,形成了统筹开展联合抽查、多渠道加强实地核查队伍建设、创新运用科技手段、多方式运用公示成果等行之有效的经验做法。同时实践中也发现在信息公示数据填报、实地核查、异常名录等重点环节中,存在公示底库管理及指标设计待优化、部分矿山核查效果不理想、异常名录管理不及时和管理权限影响效率等问题。加强信息公示工作建议:(1)优化公示数据项,注重填报指导;(2)制定实地核查技术指南明确核查程序和标准;(3)采用及时移出、督促整改、扩大联合惩戒等多方式加强异常名录管理;(4)加强与矿业权审批登记管理工作的联动;(5)根据管理实际优化公示系统设计。
Since the implementation of the exploration and mining information publicity of mining rights holders,various localities have actively explored and optimized the working methods of information publicity,and formed effective empirical approach,such as coordinating and carrying out joint spot checks,strengthening the construction of on-site verification teams through multiple channels,innovating the use of science and technology,and using publicity results in multiple ways.Simultaneously,it is also found there are some problems in the key links of information publicity data filling,on-site verification and abnormal list,including the management of publicity bottom database and index design need to be optimized,some mine verification results are not accurate,abnormal list management is not timely,and the management authority affects efficiency.Suggestions for strengthening information publicity are as follows:(1)optimize the public data items,and pay attention to the filling guidance;(2)formulate technical guidelines for on-site verification to clarify verification procedures and standards;(3)strengthen the management of abnormal list by multiple methods of timely removal,supervision and rectification,and expansion of joint punishment;(4)strengthen the linkage with the management of mining right approval and registration;(5)optimize the design of publicity system according to the management practice.
