摘要
针对石化销售企业HSE管理体系运行在职业健康、安全运营以及环境管理中在组织建设、执行过程、监督与检查、沟通与总结方面存在的问题,提出了石化销售企业HSE管理体系的完善策略:在完善职业健康的管理策略方面,一是要因地制宜地建立职业健康管理办法;二是要加强员工HSE知识培训。在完善安全运营管理策略方面,一是要完善安全运营管理制度;二是加强存储以及运输管理。在完善环境安全管理策略方面,一是提高环境安全管理意识;二是增加环境安全方面的投入;三是细化环境安全规范;四是建立突发环境问题多效预警机制,促进HSE管理水平的提升。
In view of the problems existing in the organization construction,implementation process,supervision and inspection,communication and summary of HSE system in petrochemical sales enterprises in the aspects of occupational health,safety operation and environmental management,the improvement strategies of HSE management system in petrochemical sales enterprises are put forward.In terms of improving the management strategies of occupational health,the HSE occupational health management methods should be established according to local conditions,and the HSE occupational health knowledge training should be strengthened.In the aspect of improving the safe operation management strategy,the safe operation management system should be improved and the storage and transportation management should be strengthened.In the aspect of improving the environmental safety management strategy,the awareness of environmental safety management should be improved,the investment in environmental safety should be increased,the environmental safety standards should be refined,and a multi effect early warning mechanism should be established for sudden environmental problems.The above measures can be used to promote the improvement of HSE management level.
