摘要
[目的]了解我国新医改以来慢性病防控政策工具的运用现状,为促进慢性病防控与管理的科学性以及相关政策的优化与完善提供参考。[方法]对慢性病防控政策进行搜集、筛选和整理以确定政策文本,从政策工具与防控内容构建慢性病防控二维分析框架,依据基本政策工具对政策文本进行编码与归类,采用构成比对慢性病防控政策文本分布进行分析。[结果]本研究共纳入34份政策文本作为慢性病防控政策的代表样本,基础型政策工具占比过大(66.29%),引导型政策工具内部结构不均衡,分配型(4.00%)与市场化(1.71%)政策工具占比不足。[结论]政策工具分布结构有失均衡,慢性病防控内容应用欠合理,需优化政策工具结构,完善防控内容。
Objective To know the application status of China s chronic disease prevention and control policy instruments after new medicine reform so as to provide reference for promoting the scientificity of chronic disease prevention,control and management,as well as the optimization and improvement of related policies.Methods It collected,screened and sorted out chronic disease prevention and control policies to determine the policy text,and constructed two-dimensional analysis framework for chronic disease prevention and control from policy tools and content.The policy texts were coded and classified based on basic policy tools,and the distribution of the policy texts was analyzed by constituent ratio.Results 34 policy texts were included in this study as representative samples of chronic disease prevention and control policies.The proportion of basic-type policy tools was too large(66.29%),the internal structure of guiding policy tools was unbalanced,and the proportion of distribution(4.00%)and marketization policy tools(1.71%)were insufficient.Conclusions The distribution structure of policy tools is unbalanced,and the application of chronic disease prevention and control content is not reasonable.It is necessary to optimize the structure of policy tools and improve the content of prevention and control.
