摘要
法、德两国出台各自的“印太”战略,意图“重返亚太”,势必对该地区的秩序构建及中美战略竞争产生重要影响。基于相似的利益诉求,两国的“印太”战略在其战略意图和实施领域方面表现出趋同性:重塑多边主义、提升自身的国际影响力是两者共同的战略利益诉求,经济利益、航道安全及其他全球性问题则是其主要的现实利益。而在战略倾向和参与程度上,两国又呈现出明显的差异:法国在“印太”地区存在主权利益,强调对某些地区事务的主导,重视军事领域,因此其战略有较强的排他性;德国作为在“印太”地区不存在主权利益的域外大国,战略关注点相对均衡,体现出更强的包容性。受到两国战略意愿与实际能力匹配度以及与美、中战略协调等问题的制约和影响,法、德“印太”战略的未来走向尚不明朗。
The official Indo-Pacific Strategy documents of France and Germany were published one after another,signifying the strategic intentions of the traditional Western powers to“Return to the Asia-Pacific”.The strategies reflect their real interests in economic prosperity,security and stability in the Indo-Pacific region and their strategic interests in participating in regional construction and increasing their international influence.France calls itself an“Indo-Pacific power”and has territorial sovereignty in the Indo-Pacific region;Germany,relying on the EU,seeks to become an important player in the Indo-Pacific region.The different identities of the two countries are the fundamental reasons for the differences in the degree of participation and strategic orientation.Due to the mismatch between their strategic intentions and actual capabilities,and between their strategic intentions and those of the US,the future direction of the Indo-Pacific strategies of the two countries remains unclear.
