摘要
文章主要结合工作经验对二次供水设施建设管理进行论述,结合二次供水现状中存在的管理问题、具体实践进行综合分析,提出规范管理的具体措施建议。通过推进"同城同价"、推行"统建统管"、实行"专业化管理"达到标本兼治的目标;并提出必须要有可行性强的地方法规、必须要有具体的主管部门牵头、必须多个部门协同作战3项必要条件,较系统地探讨了新形势下规范二次供水管理保障人民群众用水安全的具体举措。
The article mainly discusses the construction and management of secondary water supply facilities based on the work experience.At the same time,the article comprehensively analyzes the management problems and specific practices existing in the current situation of secondary water supply,and proposes specific measures for standardized management.By promoting the same price in the same city,implementing unified construction and management and carrying out professional management to achieve the goal of treating both symptoms and root causes.Three necessary conditions are presented,,that are,there must be strong local laws and regulations,there must be specific competent departments to lead,and there must be multiple departments to cooperate.Under the new situation,the specific measures to regulate the management of secondary water supply to ensure the water safety of the people are systematically discussed.
