摘要
文章介绍了河南省防汛抗旱物资储备中心在改革中紧密结合落实水利发展总基调,立足服务水利建设的宗旨,不断完善自身职责范围,从实战出发,既注重物资中心人员对现有储存的水旱灾害防御物资设备操作水平的提高,更要逐步将全省技术人才队伍的培养统一纳入河南省物资储备技术人才库的建设中,为河南省今后物资储备各类型人才进行培训储备;通过对全省省级物资储备单位、工程管理单位以及社会资源的广泛深入调研,在定位全省业务指导上从定标准、规范管理制度入手,努力完善全省防御物资管理标准,争做河南省物资储备的排头兵;同时尽快补齐信息化建设短板,优化物资储备信息、维护保养信息等;加强服务理念,提升整体素质,为上级决策提供可靠支撑和依据。
This paper introduces that Henan flood control and drought relief material reserve center should closely implement the general key of w ater conservancy developm ent in the reform,based on the purpose of serving w ater conservancy construction,constantly im prove its ow n scope of responsibility.Starting from the actual com bat,w e should not only pay attention to im prove the operation leve of the existing stored flood and drought disaster prevention m aterials and equipm ent rom the m aterial center,but also gradually integrate the training of the province’s technical talent team into the construction of the province’s m aterial reserve technical talent pool,so as to train and reserve various types of talents for the province’s future m aterial reserves;Through extensive and in-depth investigations of provincial m aterial reserve units,project m anagem ent units and social resources in the province,starting from setting standards and standardizing m anagem ent system s in positioning the province’s industry m anagem ent standards,striving to im prove the province’s prevention m aterials m anagem ent standards,and doing our best to be the leader of our syetem of our province’s m aterial reserve;At the sam e tim e,m akes up for the shortcom ings of inform ation construction as soon as possible,optim izes m aterial storage inform ation,m aintenance inform ation,etc.;strengthens service concepts,im proves overall quality,and provides reliable support and basis for superior decision-m aking.
