摘要
在深刻理解农村宅基地所有权落实、农户资格权建构和宅基地使用权改造相关内容的基础上,明晰宅基地“三权分置”的逻辑思路与现实意义。以“用增量权利的中止,换取存量权利的完善”为指引,统筹经济发展与民生改善,从落实农户宅基地资格权的相关要求、多维拓展宅基地使用权的实现机制和完善宅基地“三权分置”配套制度方面综合施策,探索农村宅基地“三权分置”和实现农业农村长效发展的实践路径。
Based on a deep understanding of the implementation of rural homestead ownership,the construction of peasant household qualification right and the transformation of the right to use homestead,the logic and practical significance of“separation of three rights”in homestead were clarified.Guided by the principle of“the suspension of incremental rights in exchange for the improvement of existing rights”,we should coordinate economic development and improve people’s livelihood.From the implementation of the relevant requirements of farmers’homestead qualification right,multi-dimensional expansion of the implementation mechanism of the right to use homestead and improvement of the homestead“separation of three rights”supporting system,comprehensive measures are taken to explore the“separation of three rights”of rural homestead and the practical path to achieve long-term agricultural and rural development.
