摘要
本文以公路运输的大数据代理经济活动指标,检验了新冠疫情对于我国经济活动的冲击,并聚焦高速公路免费政策对复工复产的促进效果。研究发现:新冠疫情致使货运量较疫情未发生时平均每日下降了2.7%;高速公路免费政策则显著地降低了货运价格,流通成本的下降对复工复产具有积极作用。本文从量化实证的角度,丰富了应急管理政策对经济的影响、中国高速公路收费的经济效应等方面的研究。进一步地,本文提出了应关注“双循环”背景下的流通环节、降低流通成本、关注高速公路收费政策、以高频数据监测经济活动等政策建议。
This paper takes the big data of road transportation as a proxy for macroeconomic operating indicators to examine the impact of the Covid-19 pandemic on China's economic activities,as well as the effect of the free highway policy on promoting the resumption of work and production.The research results show that the pandemic causes an average daily decrease of 2.7%in freight volume compared to that of pre-epidemic.In addition,the toll-free highway policy significantly reduces freight prices,and the decrease in transportation costs has a positive effect on the resumption of work and production.Furthermore,this paper provides policy implications,such as focusing on the supply chain against the background of dual circulation,reducing distribution costs,re-evaluating highway toll policy,and using high-frequency data to monitor economic activities.
