摘要
当前,由于城乡发展不平衡、养老机构不愿接纳、空巢留守问题突出、家庭成员缺乏精力,农村失能老人的增能照护出现了一些新问题。具体表现为:生活照护场景中家庭成员缺乏情感关怀能力;主体素质场景中服务人员缺乏专业技术能力;外围环境场景中多元力量缺乏协同配合能力;经济资本场景中缺乏资金支持能力;机制优化场景中缺乏专项政策保障能力。增能视角下,改善农村失能老人增能照护的新路径包括:通过个体健康增能,提升服务对象的摆脱困境能力;通过工作主体增能,提升照护人员的专业技术能力;通过社会环境增能,提升不同部门的协同配合能力;通过资产建设增能,提升困难家庭的经济支撑能力;通过机制体制增能,提升农村地区的政策保障能力。
At present,all kinds of negative factors overlay each other,such as the imbalance between urban and rural development,the unwillingness of pension agencies to accept,the prominent phenomenon of left-behind empty nests,and the lack of energy among family members,leading to some new problems in the empowerment care for disabled elderly in rural areas.The problems are mainly embodied in the following aspects:the emotional care ability of family members is insufficient in life care scene,the technical ability of the service personnel is insufficient in the main quality scene,the collaborative ability of multiple participators are insufficient in peripheral social environments,the fund support capacity is insufficient in the economic capital scene,the special policy supporting capacity is insufficient in the mechanism optimization scene.From the perspective of empowerment theory,the approaches to improving the empowerment care of rural disabled elderly are as follows:enhance the ability of service suppliers to get rid of difficulties through improving individual health;enhance the professional and technical ability of the caregivers by improving the working subjects;enhance the coordinating ability of different departments through improving social environments;enhance the economic support ability of poor families through improving the construction of assets;enhance social security capacity in rural areas through improving the institutional mechanisms.
