摘要
学校、幼儿园、医院、商场等场所,频发暴力袭击学生、教师、医患、顾客、旅客类案件,动辄造成群死群伤,危害后果严重,社会影响极大,这使得这些场所的安全保卫工作开始被高度重视。在解析典型案例、归纳规律特点基础上,研究如何完善“警保联动”机制,在案件早期处置中发挥保安员的地缘优势和独特作用。在保证保安队伍具备前期处置知识、技能、素养前提下,充分发挥“警保联勤联动”或“警保民联防”机制效能,发挥保安在群死群伤案件前期及时有效处置、迅速控制嫌疑人、配合警方侦破案件的作用,有其充分必要性和现实可能性。
In schools,kindergartens,hospitals,shopping malls and other places,frequent violent attacks on students,teachers,doctors and patients,customers,passengers and other cases often cause mass casualties,serious consequences and great social impact,which makes the security work of these places began to be highly concerned.On the basis of dissecting typical cases and summarizing the characteristics of laws,this paper analyzes how to improve the"police security linkage"mechanism and give play to the geographical advantages and unique role of security guards in the early disposal of cases.On the premise of ensuring that the security team has the knowledge,skills and accomplishment of early disposal,it is necessary and possible to give full play to the effectiveness of the"police security joint service linkage"or"police security civilian joint defense"mechanism,and to give full play to the role of security in timely and effective disposal,rapid control of suspects and cooperation with the police in the early detection of mass casualties.
