摘要
在政府支持不足、社会捐赠失灵、企业社会责任兴起等外部环境影响和拓宽资源渠道、增强组织独立性、实现健康可持续发展等内部需求的双重压力下,部分社会工作机构采用商业化手段进行组织权变,选择社会企业化发展。具体发展模式包括建立非营利组织的商业公司、建立商业公司的非营利组织以及市场化+集团化运作。社会企业化可以成为社会工作机构发展的一种出路,是否支持社会工作机构社会企业化发展,最根本的判断标准在于这种转型是否有助于机构作为一种重要的非营利组织实现其公共社会职能。
Under the dual pressure of external environment such as insufficient government support and social donation,rise of corporate social responsibility,and internal demand for expanding resource channels,enhancing organizational independence,and realizing sustainable development,some social work organizations adopt commercial means for organizational contingency to develop as social enterprises.The specific development modes include the establishment of commercial companies with non-profit organizations,the establishment of non-profit organizations with commercial companies and marketization+collectivization.Social-enterprise development can be a way out for social work organizations.The fundamental criterion for supporting the socialenterprise development of social work organizations is whether the transformation is conducive to the realization of their public social functions as an important non-profit organization.
