摘要
引文索引一度成为科研管理评价的“牛鼻子”,给我国科研管理评价带来了诸多问题,但此种现象却并不能单独归咎于引文索引,基于引文索引的科研管理评价体系作为一项系统工程,是一个复杂知识巨系统。国际三大引文索引对全世界科技界和学术界产生了深远的影响,对中国科研管理评价体系影响巨大,同时也对我国的科研管理带来了诸多问题。之所以产生上述问题,其根本原因主要在于国际引文索引的异化问题、国内引文索引和出版物自身存在的问题,以及我国科研管理评价体系滞后问题。为了适应新时代科研环境的需要,必须及时坚决摈弃以SCI为核心的科研评价标准,优化整合构建富有时代特征、彰显中国特色、体现世界水平的国际引文索引,以进一步推动国际学术和科技成果的交流和传播。另外,还应通过规范出版物评价和运营体系,建立正确的科研导向,深化新时代科研管理评价改革,不断提高科研治理能力和治理水平。
Citation index once became the bid of scientific research management evaluation,which brought many problems to China's scientific research management evaluation.However,the phenomenon can not be attributed to the citation index alone.As a system engineering,the scientific research management evaluation system based on citation index is a complex knowledge giant system.The three international citation indexes have had a profound impact on the scientific and technological circles and academic circles all over the world.They have a great impact on the evaluation system of scientific research management in China,and have brought many problems to the scientific research management in China.The main reasons for the above problems are the alienation of international citation index,the problems of domes tic Citation Index and publications,and the lag of scientific research management evaluation system in China.in order to meet the needs of scientific research environment in the new era,we must abandon the scientific research evaluation standard with SCI as the core,and to optimize and integrate,and construct an international citation index with the characteristics of the times,highlighting Chinese characteristics and reflecting the world level,so as to further promote the exchange and dissemination of international academic and scientific and technological achievements.In addition,we should standardize the publication evaluation and operation system,establish a correct scientific research orientation,deepen the reform of scientific research management evaluation in the new era,and constantly improve the scientific research governance ability and level.
