摘要
文化治理是国家治理体系和治理能力现代化的重要组成部分,而公共文化服务供给则是文化治理中的重要一环。基于云南省陆良县乡村公共文化服务供给情况的调研,面对当前基层从事乡村公共文化服务供给的人员紧缺、村民自主供给的缺失、公共数字文化服务供给与公众需求的不对接等多种制约因素。建议形成主体多元、渠道多样、方式有效的公共文化服务供给机制,以“现代乡贤”为参与主体,以完善公共文化服务供给渠道为核心,以构建考核激励机制为助推,完善乡村公共文化服务供给机制。
Cultural governance is an important part of the modernization of national governance system and governance capacity,while the supply of public cultural services is an important part of cultural governance.Based on the survey of the supply of rural public cultural services in Luliang County,Yunnan Province,this paper analyzes the current shortage of grassroots personnel engaged in the supply of rural public cultural services,the lack of villagers’independent supply,and the mismatch between the supply of public digital cultural services and public demand.It is suggested to form a public cultural service supply mechanism with multiple subjects,diverse channels and effective ways,with“modern rural sages”as the main participants,with the improvement of public cultural service supply channels as the core,and with the construction of assessment and incentive mechanism as the boost,so as to improve the rural public cultural service supply mechanism.
