摘要
为了提高应急通讯车在洪涝灾害发生后的救援调度效率和受灾群众对救援完成时间的感知满意度,考虑应急通讯车在不同受灾点的作业时间差异、转移产生的准备时间及受灾群众感知满意度差异,来制定合理的调度方案。首先,从资源环境、任务约束和优化目标等方面描述应急通讯车的优化调度问题;其次,基于前景理论中收益与风险的关系及公平理论中人们的比较心理,确定了贴合实际情况的动态参考点,结合前景理论的价值函数,建立了本文的满意度函数,由此刻画不同受灾点内受灾群众的感知满意度,建立0-1非线性多目标整数规划模型;最后,通过遗传算法求解模型,并进行帕累托最优调度分析,得到优化目标之间的平衡。结果表明,所建立的多目标优化调度模型有效且公平,能够为应急管理部门制定满足各方利益的应急救援方案提供参考。
To improve the rescue schedule efficiency of emergency communication vehicles after flood disasters and the perceived satisfaction of the people affected by the rescue completion time,this paper took the differences in operating time of emergency communication vehicles,the preparation time for transfer at different disaster points,and the perceived satisfaction of the people affected by the disaster into consideration to develop a reasonable dispatch plan. Firstly,referring to other scholars’ research on the scheduling problem of emergency vehicles,this article described the optimal dispatching of emergency communication vehicles in detail based on resource environment,task constraints,and optimization goals. Secondly,based on the relationship between risk and return in prospect theory,and the comparative psychology that people generally existed in equity theory,this paper showed the perceived satisfaction of disaster-stricken people at different disaster sites. In the selection of reference points,this paper chose a dynamic reference point that was the middle level of the rescue completion time of all disaster-stricken points. After determining the reference point,this article constructed the function of perceived satisfaction based on the value function of the classic prospect theory. Thirdly,this paper established a multiobjective optimization model to minimize the rescue completion time and maximize the satisfaction of the victims. To achieve the above goals,this paper used a genetic algorithm to solve the emergency resource scheduling problems,and conducted a Pareto scheduling analysis. In addition,this article achieved a balance between rescue completion time and people ’s satisfaction.Finally,the results show that compared with the practice of actual rescue completion,our model optimizes the rescue completion time goal under different satisfaction constraints,and the satisfaction function in this paper can describe the psychological perception of the disaster-affected people and reflects the humanitari
