摘要
近年来,随着全球经济陷入衰退,反全球化浪潮日益严重,国际贸易壁垒不断增加,贸易壁垒覆盖领域越来越广泛,保障产业安全和国家安全、维护贸易公平不断成为贸易壁垒借口,区域性贸易保护、数字化智能化领域更是成为贸易壁垒发展新方向。究其原因,主要是全球化发展出现了一些新的特点,催生了相应的贸易壁垒。应基于新时期全球化特征认识来应对贸易壁垒,并通过构建双循环新发展格局、打造更高水平自贸网络、提升中国全球经济治理话语权等措施来应对全球贸易壁垒。
In recent years,as the global economy has fallen into recession,the wave of anti-globalization has become increasingly serious,international trade barriers have continued to increase,and the coverage of trade barriers is becoming more and more extensive.Ensuring industrial security and national security,and maintaining trade fairness continue to become excuses for trade barriers.Regional trade protection and digital intelligence have become new directions for trade barriers.The main reason is that some new characteristics have emerged in the development of globalization,which has given birth to the corresponding trade barriers.We should deal with trade barriers based on the understanding of the characteristics of globalization in the new era,and deal with global trade barriers by establishing a new development pattern of dual circulation,building a higher-level free trade network,and improving Chinese discourse power in global economic governance.
