摘要
健全党组织领导的自治、法治、德治相结合的乡村治理体系,应当从治理体系、治理方式、治理功能、治理体制、治理重点、治理目标等方面理解和把握其构成要素。这一乡村治理体系具有自治型治理、融合式治理、整体型治理、转型态治理、合作型治理、本土化治理、嵌入性治理、发展式治理、协商性治理、共识型治理等特点。我们需要正确处理村民自治与法治的关系,发挥乡村治理的内生动力与外在力量的双重作用,重视城乡人口双向流动治理等关键问题。在实践路径方面,应当总结村组治理实践经验、适度推行乡村治理试点、吸纳乡村固有治理资源、重视乡村社会智慧治理、发挥乡村人才积极作用等,以走向乡村善治。
To improve the rural governance system combined with self-governance,the rule of law and the rule of virtue under the leadership of the party organization,it is essential to understand its constituent elements from the aspects of governance system,governance model,governance function,governance institution,governance focus and governance goal.This new rural governance system is characterized by self-governance,merging governance,integrated governance,transformative governance,cooperative governance,localized governance,embedded governance,developing governance,consultative governance and consensus governance.To build this new rural governance system and achieve its good governance,theoretically,it is important to deal with the relationship of self-governance and the rule of law properly,play dual role of internal and external forces of rural governance,and pay attention to the governance of two-way flow of urban and rural population.Practically,it is necessary to summarize the experience of self-governance of the villagers group,carry out rural governance pilot appropriately,absorb inherent resources of rural governance,pay attention to smart governance in rural area,play the positive role of rural talents,etc.,so as to move towards a good rural governance.
