摘要
哈尔滨市能源结构以燃煤为主,尤其是冬季采暖期,哈尔滨市呈现明显的煤烟型污染特征。哈尔滨市城区燃煤强度大、污染物排放比较集中,而城区居民散煤燃烧的无序排放、低空排放给居民造成了非常直接的感官影响,对大气污染分担率的贡献十分显著。针对中国北方城市燃煤散烧烟尘污染的共性问题,以哈尔滨市的原煤消费及烟尘排放数据为基础,分析了原煤散烧在哈尔滨市城区污染的分担率及特点,论证了城区原煤散烧污染治理的必要性,并提出切实可行的治理对策建议。
The energy structure of Harbin city is dominated by coal burning,especially in winter heating period.Harbin is obviously polluted by coal smoke.The intensity of coal burning in the urban area of Harbin is high,and the pollutant emission is concentrated.However,the disordered and low-altitude emission of loose coal burning in the urban area has a very direct sensory impact on the residents,which makes a significant contribution to the air pollution sharing rate.Based on the data of raw coal consumption and soot emission in Harbin,this paper analyzes the pollution sharing rate and characteristics of raw coal scattered burning in urban area of the city.It demonstrates the necessity of pollution control of raw coal scattered burning in urban area,and puts forward feasible countermeasures and suggestions.
