摘要
运用文献资料法、专家访谈法和实地考察法等对2022年北京冬奥会背景下京津冀冰雪赛事协同发展情况及存在的问题进行探讨。研究认为,京津冀冰雪赛事协同发展存在协同治理缺失、冰雪文化普及与建设滞后、原创品牌赛事匮乏、产业链割裂、人才培养体系不完善以及三地发展不均衡等问题。提出要抢抓冬奥会契机,克服体制机制障碍,逐步建立企业主导、政府支持、社会参与的协同发展新机制,加快冰雪赛事人才培养体系,培育原创品牌赛事,以冰雪赛事为核心延展产业链,构建京津冀冰雪赛事协同发展新格局。
By using the methods of literature review, expert interview and on-the-spot investigation, this paper discusses the coordinated development status and existing problems of ice and snow events in Beijing, Tianjin and Hebei under the background of 2022 Beijing Winter Olympic Games.The results show that: there are some problems in the coordinated development of Beijing-Tianjin-Hebei ice and snow events, such as the lack of collaborative governance, the lag of ice and snow culture popularization and construction, the lack of original brand events, the separation of industrial chain, the imperfect talent training system and the unbalanced development of the three places.This paper proposes that we should seize the opportunity of the Winter Olympic Games, overcome the barriers of system and mechanism, and gradually establish a new mechanism of collaborative development with enterprise leading, government support and social participation.Beijing, Tianjin and Hebei should speed up the construction of talent training system and cultivate original brand events.It is necessary to extend the industrial chain with ice and snow events as the core and build a new pattern of coordinated development of the Beijing-Tianjin-Hebei ice and snow events.
