摘要
土地制度始终关乎着国家和人民的命运。按照建党、新中国成立、改革开放、党的十八大四个节点,我国农村土地制度经历了曲折而艰辛的萌芽、探索、改革与深化改革四个阶段发展历程,取得了丰硕成果。建党百年农村土地制度的改革逻辑包括始终贯彻以农民为中心的理念、坚持土地制度改革的渐进式推进、实现土地公有制与市场经济的兼容、重视土地理论创新与实践探索的结合。而坚持土地制度改革的协调整体推进、改革重心从以所有权为中心转向利用权为中心、土地功能从注重生存保障转向发挥财产功能、土地制度改革适应城镇化建设的需求则是中国共产党百年征程中农村土地制度探索与改革的宝贵经验。新时代全面深化农村土地制度改革仍要处理好农民与土地、稳定与效率之间的关系。
Land system is always related to the fate of the country and the people. According to the four nodes of the founding of the party, the founding of the People’s Republic of China, reform and opening up, and the 18 th National Congress of the Communist Party of China, China’s rural land system has experienced four stages of development: germination,exploration, reform and deepening reform, and has achieved fruitful results. The logic of the reform of rural land system in the centenary of the founding of the Communist Party of China includes always implementing the concept of taking farmers as the center, persisting in the gradual advancement of land system reform, realizing the compatibility of public land ownership and market economy, and paying attention to the combination of land theory innovation and practical exploration. The valuable experience of the exploration and reform of the rural land system in the Centennial journey of the Communist Party of China is to adhere to the coordinated and overall promotion of the land system reform, shift the reform focus from the ownership centered to the utilization centered, shift the land function from focusing on the survival guarantee to giving full play to the property function, and adapt the land system reform to the needs of urbanization. In the new era, it is still necessary to deal with the relationship between farmers and land,stability and efficiency.
