摘要
北京市持续推进城市建设转型发展,调整城市空间布局,由增量开发建设向存量更新转变。基于此,笔者立足于国土空间规划视角,以存量空间优化发展为导向,以北京市存量空间管控为例,从城市发展角度出发,深入分析北京存量空间现状,提出存量空间管控架构与管控重点,并从完善更新体系、创新奖补举措、健全长效机制、引导公众参与四个方面提出管控策略,以期为北京市新一轮减量发展提供参考。
Beijing continues to promote the transformation and development of urban construction,to adjust the urban spatial layout,and to transform from incremental development and construction to stock renewal.Based on this,from the perspective of land and space planning,under the guidance of the optimization and development of stock space,this paper takes Beijing's stock space management and control as an example,and conducts an in-depth analysis on the status quo of Beijing stock space from the perspective of urban development,and proposes the stock space management and control structure and key points of management and control.It also proposes management and control strategies from four aspects:improving and updating the system,innovating rewards and supplements,improving long-term mechanisms,and guiding public participation,etc.in order to provide a reference for the new round of reduction development in Beijing.
