摘要
通过深入调查福建、江西、湖南、浙江、河南、山东、四川、辽宁和广西等9个省(自治区)18个县54个乡镇162个行政村及其1413余户林农,结合相关资料,分析了当前我国新型林业社会化服务体系建设中面临的现实困境及其原因。提出了夯实基层林业工作站和技术推广机构,加大培育林业专业合作社,壮大林业龙头企业,明确林业社会化服务的重点,创新林业社会化服务方式,加强林业社会化服务人才队伍建设以及加大林业社会化服务体系建设的财政支持力度等七点对策建议。
Based on the investigation of 162 administrative villages and more than 1413 forest farmers in 18 counties of 9 provinces(autonomous regions),such as Fujian,Jiangxi,Hu′nan,Zhejiang,He′nan,Shandong,Sichuan,Liaoning and Guangxi,combining with relevant data,this paper analyzed the practical difficulties and their causes in the construction of the new forestry socialized service system in China.Therefore,it is proposed to strengthen the forestry work stations at the grass-roots level and the technical extension organizations,increase the cultivation of forestry professional cooperatives,expand the leading forestry enterprises,make clear the focus of forestry socialization service,and innovate the ways of forestry socialization service,strengthen the forestry socialization service talented person troop construction as well as strengthens the forestry socialization service system construction the financial support dynamics and so on seven countermeasure suggestions.
