摘要
东西部的扶贫协作为我国特色的扶贫方法,是根据东西部发展不平衡,以我国社会主义制度优势、政策优势为依托,并由政府组织、各地区政府与企业协同开展的一种扶贫方法,且其取得了较为丰硕的成果。2020年是国家脱贫攻坚的决战决胜之年,作者在本文中系统梳理了福建省立医院持续十年之久的东西部对口支援工作经验和做法,主要包括坚持联席会议、共同决策的机制不间断,坚持驻点帮扶、人员选派的模式不间断,坚持技术指导、人才培养的体制不间断,两院建立帮扶关系以来,帮助彭阳县人民医院实现了根本性的转变,显著提升了医疗技术水平和医疗服务能力,为彭阳县整体摆脱贫困,实现医疗脱贫,发挥了积极有益的作用。本文探讨了在东西部对口帮扶协作中存在的困惑和难点,提出在深化东西部帮扶,脱贫攻坚中要进一步完善考核评价体系、转变医疗技术管理理念,多渠道人才培养的工作建议,为日后东西部扶贫政策提供参考。
The poverty alleviation cooperation between the east and the west is a characteristic poverty alleviation method of our country.It is based on the uneven development of the east and the west,based on the advantages of my country's socialist system and policies,and is coordinated by government organizations,regional governments and enterprises.Poverty alleviation methods,and it has achieved fruitful results.2020 is the year of decisive victory in the national fight against poverty.In this article,the author systematically sorts out the experience and practices of counterpart support in the east and west of Fujian Provincial Hospital for ten years,mainly including adherence to joint meetings and joint decision-making mechanisms.Adhere to the uninterrupted model of station assistance and personnel selection,and adhere to the uninterrupted system of technical guidance and personnel training.Since the establishment of the assistance relationship between the two hospitals,the Pengyang County People’s Hospital has helped Pengyang County People’s Hospital achieve fundamental changes and significantly improved the medical.The technical level and medical service capabilities have played a positive and beneficial role in helping Pengyang County as a whole to get rid of poverty and achieve medical poverty alleviation.This article discusses the perplexities and difficulties in the counterpart assistance cooperation between the east and the west,and proposes to further improve the assessment and evaluation system,transform the medical technology management concept,and train multi-channel talents in the deepening of assistance and poverty alleviation in the east and the west.The future poverty alleviation policies in the east and west will provide reference.
