摘要
国土空间生态保护修复是自然资源部门“两统一”职责之一。广东省首届国土空间生态修复范例评选实践,基于“山水林田湖草”生命共同体理念,采用“政府主导-公众参与”的多元主体评估模式,构建一套兼具生态修复科学性、生态效益、经济效益、社会效益、加分项和网络投票的多元主体协同评价指标体系。文章总结了生态修复范例评选相关经验,并提出建议和思考:(1)探索评价指标量化,提升可信度;(2)增加亲民指标,提升公众参与度;(3)强调生态修复的系统性和整体性;(4)深入挖掘,总结可推广的范式。
Ecological protection and restoration of territory space are one of"the two unifications"responsibilities of natural resources departments.Based on the concept of life community of"mountains,rivers,forests,farmlands,lakes and grasslands",adopting the multiple reviewers’evaluation mode of"government leading and public participation",the first selection practice of ecological restoration example projects of territorial space in Guangdong Province constructs a set of multiple reviewers collaborative evaluation index system with scientific nature of ecological restoration,ecological benefits,economic benefits,social benefits,extra points items and online voting.The paper summarizes the relevant experiences of ecological restoration projects selection,and puts forward the following suggestions and thoughts:(1)exploring the quantification of evaluation indicators to enhance the credibility of the evaluation;(2)increasing the index of affinity to the public to enhance public participation;(3)emphasizing the systematicness and integrity of the ecological restoration;(4)deeply researching and summarizing the paradigm projects that can be spread.
