摘要
中国国家安全体系的演变是一个继承与拓展、积累与完善、调整与深化、改革与创新的持续发展过程。根据"时景-图景-场景-愿景"四维分析框架,中国经历了基于传统国家安全观以政治安全为核心的传统国家安全体系、基于转型国家安全观以经济安全为核心的过渡型非传统国家安全体系、基于总体国家安全观强调总体安全的总体国家安全体系三个阶段,是不同时代主题和国际环境下中国国家安全观和国家安全战略深化发展的必然结果,是中国特色国家安全思想与国家安全实践相结合的时代产物。其演变的根本动因在于应对不同时期国内外安全环境和形势变化所带来的安全风险与挑战,实现对国家安全更高层次的追求;内在动因源于国家安全理念和国家安全战略变化,外在动因源于重大国家安全事件的推动。新时期健全国家安全体系,应以总体国家安全观为指导,敏锐洞察国家安全环境、更新深化国家安全理念、精准厘定国家安全内容、统筹规划国家安全战略布局,为建设更高水平的平安中国提供坚实保障。
The evolution of national security system in China is a continuous development process of inheritance and expansion,accumulation and improvement,deepening and adjustment,reform and innovation.According to the four-dimensional analysis framework of"background-image-scenario-prospect",the national security system has gone through three stages:the first stage is the traditional national security system with political security as the core,the second stage is the transitional non-traditional national security system with economic security as the core,and the third stage is the overall national security system that emphasizes overall security.The evolution is the inevitable result of the deepening development of China’s national security concept and national security strategy under different era theme and international environment,as well as the product of the combination of national security thoughts with Chinese characteristics and national security practices in different periods.The fundamental motivation of its evolution lies in coping with the security risks and challenges brought about by the changes of domestic and international security situation in different periods,and realizing the pursuit of a higher level of national security.The internal motivation stems from the changes in national security concepts and national security strategies,and the external motivation comes from the promotion of major national security events.To improve the national security system in the new era,we should take the holistic view of national security as the guidance,have a keen insight into the national security environment,update and deepen the national security concept,accurately determine the national security content,and plan the national security strategic layout,so as to provide a solid guarantee for the construction of a higher level of safe China.
