摘要
为在120天内完成黑龙江省城市建成区约50万栋房屋的违法违规建设与审批问题排查,采用敏捷开发方式,通过手机APP与后台审核管理系统的开发与应用,管理总计超过2000名的采集员、审核员和管理员,完成每栋房屋约40项数据元素的信息采集入库。所有数据元素基于CIM统一编码,后续可以精准对接至城市信息模型(CIM)平台。截至2021年6月30日,共完成509277栋既有建筑、建筑面积12.26亿平方米,7384栋在建建筑、建筑面积0.62亿平方米的项目录入,一改统计报表的原有排查形式,是对数字政府建设与推动治理体系和治理能力现代化的一次成功实践。管理系统提供网格限定、多重筛选、统计分析、定位图斑等丰富功能,数据一次普查入库、永续使用,操作便捷,管理高效。
In order to complete the problem investigation of the illegal construction and approval of about 500000 houses in urban built-up area of Heilongjiang Province within 120 days,a double Violation Inventory Management System was developed.Agile development method was adopted to manage more than 2000 collectors,auditors and managers through the system with mobile app and background audit management system,and to complete the basic information collection and warehousing of more than 40 data elements of each house.All data elements are based on CIM unified coding,which can be connected to the city information model(CIM)platform.The system had input the dayta of 509277 existing buildings with a construction area of 1226 million m2 and 7384 buildings under construction with a construction area of 62 million m2 up to June 30,2021.The shortcomings of original declaration form of statistical statements is solved,which is a successful practice of digital transformation of government governance.The management system has multi functions such as grid limitation,multiple screening,statistical analysis,positioning map spots,etc.the data can be put into the database for one-time census and can be used continuously.The operation is convenient and the management is efficient.
