摘要
本文运用数据包络分析法(DEA)测算2003-2017年我国省级生态效率值,整理全国30个省(区、市)省委书记和省长的官员特征建立动态面板模型,运用系统GMM检验财政分权背景下不同官员特征对生态治理效率的影响。研究表明:第一,不同类型官员特征对生态效率的影响具有异质性。不论是省委书记还是省长,任期越长、换届频率越低以及具备"乡土情结"越容易促进该省生态效率提高。第二,在财政分权体制下,官员特征对环境效率的影响会进一步扭曲。第三,生态效率存在时间惯性,且区域间存在差异。因此有必要优化官员政治晋升考核制度提升官员环境治理积极性。同时建立生态效率的长期考核机制,全面评价生态治理效果,从而提升生态效率。
This paper uses data envelopment analysis(DEA)to calculate the value of country’s provincial ecoefficiency from 2003 to 2017,sorts out the official characteristics of the 30 provincial party committee secretaries and governors across the country,establishes a dynamic panel model,and uses the system GMM to test the influence of different official characteristics on the efficiency of ecological governance in the context of fiscal decentralization.Research shows that the impact of different types of officials’characteristics on ecological efficiency is heterogeneous,regardless of whether it is the secretary of the provincial CPC party committee or the governor,the longer the term of office,the lower the frequency of re-election,and the more likely to promote the improvement of the province’s ecological efficiency.But fiscal decentralization will reduce that impact.Second,there is time inertia in ecological efficiency,and there are differences between regions.Therefore,it is necessary to optimize the political promotion assessment system for officials to enhance the enthusiasm of officials for environmental governance.At the same time,a long-term assessment mechanism for ecological efficiency shall be established to comprehensively evaluate the effects of ecological governance,thereby enhancing ecological efficiency.
