摘要
文章介绍了有限数量危险货物运输在国内的发展历程,从数量限制、包装、标记、文件、标志牌、豁免规定、培训等方面分析了我国危险货物有限数量道路运输实施的特点,并与联合国《关于危险货物运输的建议书规章范本》(TDG)、《危险货物国际道路运输欧洲公约》(ADR)、《国际海运危险货物规则》(IMDG Code)、《危险品规则》(IATA-DGR)等国际规则进行了差异性比较,提醒相关企业要更加关注我国有限数量危险货物管理制度中具有“中国特色”的规定,落实应用好有限数量危险货物运输管理制度,促进小件包装危险货物安全合规运输。
The development history of dangerous goods packed in limited quantities in China was introduced,from the limited quantities,packaging,markings,documents,placard,exemption provisions,training,etc.,the characteristics of the implementation of road transportation of dangerous goods packed in limited quantities were analyzed,and the differences between international rules such as United Nations TDG,ADR,IMDG Code,IATA-DGR were marked,in order to remind relevant enterprises to pay more attention to the provisions with“Chinese characteristics”in China’s management system of dangerous goods packed in limited quantities,to carry out properly China’s management system of dangerous goods packed in limited quantities,to promote the safe and compliant transportation of small package dangerous goods.
